❄️ Snow Emergency Parking Rules in Fargo-Moorhead

The short version: when it snows hard, get your car off the street until the plow's been by. The details are different in Fargo, West Fargo, and Moorhead, so here's each city.

Fargo

Snow emergency declared? No parking on any Fargo street until yours is plowed or the emergency is lifted. $100 fine.

Fargo

When does Fargo declare a snow emergency?

Since a 2020 ordinance, the mayor can declare one - generally when the National Weather Service is forecasting 4 inches of snow or more.[1]

Do I need to move my car?

Yes. While a snow emergency is in effect, you can't park on any roadway in the city of Fargo - and that includes stopping, not just parking. You can park on your street again once your block has been cleared curb to curb, or once the mayor lifts the declaration - whichever comes first.[1]

How will I know one's been declared?

The city announces it through Cass Clay Alerts (worth signing up for before the first big storm), on the city website and social media, and through local TV, radio, and news. The announcement says when the parking ban starts.[1]

When will my street get plowed?

While it's still snowing, crews keep the Snow Emergency and Priority 2 routes - the major streets - open around the clock. Residential streets (Priority 3) and alleys (Priority 4) come after the snow stops, with a goal of every street within 24 hours of the snowfall ending. More snow or high winds can push that back.[1]

What happens if I don't?

A $100 fine. Fargo Police generally won't impound the car unless it's creating a hazard - but a $100 ticket for not moving your car is still a pretty bad way to start a snow day.[1]

Aren't there other winter parking rules too?

Yes - separate from snow emergencies, Fargo has seasonal parking restrictions all winter, so the city can clear snow and keep room for emergency vehicles. The rule of thumb: whatever the posted parking signs on your street say is what applies. Last season they ran November 1, 2025 through April 15, 2026, and they're enforced hardest during snow events - you can be ticketed and impounded.[2]

West Fargo

Which streets get plowed first?

Snow emergency routes are plowed for the whole storm. Every other street gets plowed as soon as possible after the storm ends. You can watch the plows on West Fargo's live tracker.[3]

Do I need to move my car?

If it's in the way, yes: West Fargo says vehicles that are stranded, illegally parked, or interfering with winter operations get impounded by West Fargo Police.[3] And any time of year, a car can't sit on a West Fargo street for more than 72 hours, and it needs current registration.[4]

How soon do I have to shovel my sidewalk?

Within 48 hours after the storm. If you don't, the city can clear it and bill you for it. (Don't shove the snow into the street, either - that's against city ordinance.)[3]


Moorhead

Do I need to move my car?

During a Snow Removal Declaration, you can't park in the posted Snow Removal Districts. The signs can be sparse - sometimes just one per block - so check the district map if you're not sure which one you're in.[5]

Moorhead has a few year-round rules that matter more in winter, too: no car can stay parked on a public street for more than 24 hours (moving it at least one block resets the clock), there's a weekly daytime no-parking day on your street for maintenance, and there's no parking from 3 to 7 a.m. on Main Avenue and Center Avenue between the Red River and 14th Street North.[5]

When will my street get plowed?

Primary snow routes go first, then secondary routes. Once those are clear, crews start plowing the whole city in 10 snow removal zones, with a goal of every street done within 24 hours after the snow stops - longer if another storm or high winds roll in right behind it.[6]
