The coldest morning since 1991-92: -39° on February 1, 1996.
A day counts when the low is at or below 0°F - the same count the National Weather Service reports as "days min <= 0" in Fargo's monthly climate summary.[2] Winters run July 1 - June 30, so one that starts mild and turns cold in January is still one winter.
